二 | 　　讯 8月11日，甘肃省人民政府新闻办公室举行开局起步“十五五”——奋力谱写中国式现代化甘肃篇章主题系列新闻发布会（陇南专场）。　　会上，陇南市委副书记、市人民政府市长张强介绍，陇南市“十五五”规划纲要，围绕经济发展、创新驱动、民生福祉、绿色转型、安全保障等5个方面，立足打造“五个新陇南”，提出了推动高质量发展跃上新台阶、基础设施实现新提升、改革开放迈出新步伐、社会文明达到新高度、生态环境彰显新优势、民生福祉迈上新水平、平安建设取得新成效的目标。规划纲要实施过程中，将重点抓好六个方面。

三 | 　　一是更加注重发挥项目的支撑作用。牢固树立“抓项目就是抓发展”的理念，从谋划、储备、争取、实施四个环节持续用力。

五 | 实施服务业扩能提质行动，推动一二三产融合发展。加强“四上”企业梯度培育，全面激发各类经营主体活力。　　三是更加注重改善发展环境。积极融入全国统一大市场，深度融入高质量共建“一带一路”和西部陆海新通道建设，深化东西部协作，强化区域联动发展，塑造开放新格局。稳妥推进重点领域改革，深入实施“人工智能+”行动，加强数字政府建设。　　四是更加注重绿色低碳转型。统筹山水林田湖草沙一体保护和系统治理，协同推进降碳、减污、扩绿、增长，持续打好蓝天、碧水、净土保卫战。统筹推进城市更新与和美乡村建设，加强城乡基础设施和公共服务配套，持续改善人居环境。

六 | 大力发展绿色产业，推动生态优势转化为经济优势、发展优势。　　五是更加注重以人民为中心。促进就近就地就业创业，做优做强劳务品牌，持续提升城乡居民收入水平。持续深化教育综合改革，优化医疗资源布局，健全养老托育服务体系，不断提升公共服务均等化水平。织密织牢社会保障、社会救助兜底网络，坚决守住不发生规模性返贫底线。推动公共文化服务均等可及，丰富群众的精神文化生活，提高人民生活品质。
